Website upgrade on Tuesday 23 June

What we are doing to upgrade our website to improve accessibility and security for customers.

Whitchurch Village - Phase 2

Following the legal process for the changes to Traffic Regulation Orders (TROs) in Whitchurch Village, we will now begin implementing the approved changes. 

These works will take place on:

  • Merthyr Road, 
  • Penlline Road, 
  • Church Road, and 
  • Bishop's Road.

This work includes putting new road markings and signs in place and carrying out highway and footway improvements. You can find out more information on the specific work locations in the Phase 2 - TRO changes and footway improvements information pack (PDF, 3 MB)

Whitchurch Village - removal of social distancing measures

​​We are implementing permanent traffic management in place on Merthyr Road in Whitchurch Village and the surrounding streets.

The social distancing traffic measures and long-term plans will be carried out in phases.

These phases are:

  • Phase 1 - Removal of bollards and temporary parking arrangement (completed)
  • Phase 2 - TRO changes and footway improvements (in construction)
  • Phase 3 - Flood alleviation scheme (long-term proposal - separate scheme proposal)


These proposals are aimed at addressing:

  • the safety concerns raised, and
  • ​bus corridor improvements such as improving bus journey times and access.

​​​Consultation report​

We ​carried out a public consultation in 2023.

The consultation report summarises information from the online survey, such as:

  • the feedback we received from residents and business owners, and
  • a list of comments, views or concerns raised.

The main points raised from the consultation are:

  • The majority of the respondents support the proposed measures;
  • Over half of the respondents experience issues related to traffic congestion;
  • Most residents believe the proposed measures will improve the availability of parking spaces by setting a time limit to disabled on-street parking;
  • There were many objections to a taxi rank in the village;
  • Many respondents mentioned that the footways are too narrow;​
  • Some respondents believe that short-stay parking should be made available in the village area; and
  • Concerns were raised about  the pedestrian crossings near Bishops Road, as well as double parking and loading issues.
