We are proposing a new resident parking scheme in the Heath area and would like to hear from you.
Why we are proposing changes
We have received complaints that people find it difficult to find suitable parking in the area. This is due to an increase in obstructive and inconsiderate parking.
The new scheme would help to:
Prioritise parking space for residents, businesses and community groups.
Make it easier for shoppers and visitors to find convenient parking.
Improve traffic flow.
Stop problem parking.
We have also helped to reduce similar problems in other areas by introducing resident parking schemes.
Where the scheme would apply
Restrictions would apply to:
- Birchgrove Road,
- Cae Maen,
- Coronation Road,
- Cromwell Road,
- Groveland Road,
- Hampton Road,
- Lon-y-Groes,
- Norton Avenue,
- Pantbach Avenue,
- Pantbach Place,
- Pantbach Road (between Pantbach Place and Birchgrove Road), and
- Richs Road.
When the scheme would operate
We propose that the restrictions would apply between:
9am and 5pm, or
8am and 6:30pm
and would run from:
Monday to Friday, or
Monday to Saturday.
Shorter restrictions can work well in deterring commuters and improving parking conditions when demand may be highest, while still allowing others (such as visitors) to park without restriction in the evening.
Longer restrictions work well in busy areas with a high demand for parking throughout the day.
Resident parking schemes do not normally operate on Sundays.
Types of permits
Permits would be issued to eligible:
Residents
Permits would be issued only to residents whose vehicles are registered at an address within the proposed area of the scheme. Residents can buy up to 2 permits per household.
Visitors
Residents would be able to buy a number of permits for their visitors. You would not need to have a resident permit to apply for a visitor permit.
Businesses
Businesses within the area would be able to buy up to 2 permits for vehicles essential to the operation of the business. For example, delivery vehicles. We would not issue business permits for staff parking.
Community premises
Premises such as places of worship and community halls would be able to buy up to 2 permits. Each permit could have up to 3 vehicles registered on it at any time. The registered vehicles could be changed whenever needed. For example, to accommodate different visitors over time.
Carers (providing care to residents), contractors and school teachers would also be able to apply for a permit while working in the area.
Community permits would not be issued for:
- commuting or staff parking,
- student halls of residence,
- properties on private roads,
- developments with off-street car parks, even if there is not enough parking for all the properties in the development, or
- heavy vehicles (over 3.5 tonnes).
Costs of permits

Parking with a permit
Drivers with permits would be able to park in:
- Permit holder only bays, and
- Shared use bays (shared between permit holders and limited waiting).
Permit holders would be able to park in any eligible parking bay within the area. This would mean that permit holders would not be confined to parking in their street alone.
Permits would never guarantee a parking space or allow parking in other resident parking scheme areas.
You would not need a permit to park on a driveway or off-street.
Parking without a permit
During the operational hours of the scheme, drivers without permits would be able to park in limited waiting bays, normally for up to either 1 or 2 hours.
These bays would be available throughout the area for visitors and shoppers to use.
Blue badge holders would be able to park in permit holder only bays for up to 3 hours without a permit, and for as long as needed in limited waiting bays.
We would encourage commuters to find alternative travel options.
Outside the operational hours of the scheme, parking would remain unrestricted unless otherwise stated.
