We are proposing changes to parking in Gabalfa and would like to hear from you.

These changes are to help:
- Prioritise parking space for residents and their visitors,
- Support businesses by making sure there is a turnover of vehicles,
- Make it easier for shoppers and visitors to find convenient parking ,
- Stop inconsiderate and obstructive parking, and
- Generally improve parking conditions for the community.
Why we are proposing the changes
In 2022 we introduced Parking Zone C4 covering east Gabalfa.
We have had requests from residents and businesses of nearby roads to also be included in the zonal parking scheme.
From this, we are considering whether there would be local support to either:
- create a new parking zone to the east of the existing C4 area, or
- extend the existing parking zone C4 to cover a larger area.
Location of zone
The scheme would include the following roads in Gabalfa:
- Africa Gardens
- Australia Road
- Canada Road
- Clodien Avenue
- Curll Avenue
- Flaxland Avenue
- Heathfield Road
- Heathfield Place
- Longspears Avenue
- Maitland Street
- Newfoundland Road
- New Zealand Road
- Penybryn Road
- Quentin Street
- St Marks Avenue
- St Marks Gardens
- Whitchurch Road
Any other road or lane only accessible from the above would also be included in the zone.
When the zone will operate
We would like to know what times and days would work best for the area.
The standard times parking zones operate are:
- 8am to 6.30pm
- 8am to 8pm, or
- 8am to 10pm.
Parking restrictions would apply to:
- permit parking,
- limited waiting bays,
- pay and stay bays, and
- single yellow lines.
Restrictions would also apply all day, every day to:
- double yellow lines, and
- blue badges.
The standard days parking zones operate are:
- Monday to Saturday, or
- Monday to Sunday.
Type of permits
We would issue permits to eligible:
- residents,
- businesses, and
- community premises.
Carers, contractors and teachers would be able to apply for permit while working in the zone.

We would not issue permits to:
- Businesses with off-street parking
- Staff or commuter parking
- Student halls of residence
- Temporary accommodation (such as short term lets or holiday lets)
- Properties on private roads
- Developments with off-street car parks (even if there is not enough parking for all the properties in the development)
- Heavy vehicles (over 3.5 tonnes)
Parking with a permit
Drivers with permits would be able to park in:
- permit holder only bays,
- shared use limited waiting bays, for as long as needed, and
- shared use pay and stay bays, without the need for a ticket and for as long as needed.
Permit holders would be able to park in any eligible permit parking bay within the zone.

Parking without a permit
Drivers without permits would be able to park in pay and stay bays for up to 4 hours with a ticket
These bays would be available throughout the zone for shoppers and visitors to use.
There would also be some free 2-hour limited waiting parking bays in residential areas.
We would encourage commuters to find alternative travel options.
Cost
On-street pay and stay parking would cost £1.50 per hour. The first hour would be free, with a free ticket.
Permit costs would be the same as those already in place across the city. The costs of business permits would depend on how polluting the vehicle is. Find out more about permit costs.
