Cold can kill

Sleeping rough is dangerous at any time for people that are alone. If there is no alternative, please remember:

  • Sleep where there are other people.
  • Sleep on blankets or a sleeping bag, never directly on the ground. A bench or cardboard would be better.
  • Eat or drink something hot before you go to sleep. This helps you keep warm.
  • Keep your hands, feat and head well covered.
  • Do not drink alcohol before going to sleep. Alcohol causes dehydration, lowers body temperature and can cause hypothermia which can be fatal.

Where to go for support

We work in partnership with agencies providing frontline services covering issues such as emergency accommodation, health and substance misuse.

Outreach

The Outreach Service operates 7 days a week from 7am to 7pm.

We will support you to:

  • complete a homeless application,
  • find suitable accommodation,
  • access healthcare and advice on benefits and housing, and
  • assist you to access other support if needed.

We can also help if you have issues such as substance misuse or mental health difficulties.

We will signpost you to our day centres who can give you necessities and warm refreshments.

If you are not from Cardiff, we can help you reconnect with your local community.

Street Pastors

Street pastors are trained volunteers from local churches that care for, listen to and help people who are out on the streets.

The service is provided every Friday and Saturday night from 10pm to 4am in the city centre.

Cold Weather Provision and Severe Weather Emergency Protocol

In cold weather and extreme weather conditions, extra provision is provided to protect individuals that are sleeping rough.

Our Severe Weather Emergency Protocol makes sure that we protect vulnerable people who are at risk of harm or death occurring from rough sleeping in severe weather.

Please get in touch with our Outreach team 029 2057 0715.

Reconnection service

When we do not have a statutory duty and a person does not have a local connection to access accommodation, they are referred to our Reconnection Service.

This is a partnership between the Council and the Salvation Army. The service is designed to support individuals to reconnect to their home borough, or to get another positive accommodation outcome through the service.
